MoEFCC issues procedure for submission of application for registration of producers by CPCB under the Batteries Waste Management Rules, 2022

EHS ComplianceThe Ministry of Environment Forest & Climate Change (MoEFCC) on October 14, 2022, issued the procedure for submission of application for registration of producers by CPCB under Rule 4 of the Batteries Waste Management Rules, 2022.

As per Rule 3 (u) of the Battery Waste Management Rules, 2022 the producer is defined.

As per Rule 3 (s) of the Battery Waste Management Rules, 2022, the manufacturer is defined.

As per Rule 4 of BWM Rules, 2022, every Producer and person or entity involved in the manufacturing of batteries shall have to register with CPCB through the online centralised portal for which the application is required to be submitted in Form 1 (A) to CPCB.

 The online centralized portal of the Central Pollution Control Board (CPCB) is under development and till such time offline mode is adopted in order to receive applications for registration. 

The procedure for submission of the application by the producer or manufacturer in offline mode to the Central Pollution Control Board (CPCB) is given below:

1. Producer or Manufacturer has to apply for the grant of registration to the Central Pollution Control Board (CPCB) by submitting duly filled Form 1 (A) through email at [email protected] and the hardcopy of the application to be submitted to Member Secretary, Central Pollution Control Board at the following address:

Central Pollution Control Board, Parivesh Bhawan, East Arjun Nagar, Delhi-110032.

2. The application shall only be submitted from the company's email ID.

3. Producer or manufacturer shall also submit the following documents along with the application form Self-attested copy of the GST Certificate, TIN number, CIN number, Aadhar Card of an authorized person, and Pan Card of the company.

Registration will be granted Initially for six months, which will be renewed through the online portal once it gets operational. Meanwhile, the collection of application fees will be deferred and realized at the time of registration through the online centralized portal.
