The Petroleum and Natural Gas Regulatory Board on September 15, 2020 has issued the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Retail Outlets dispensing Petroleum, Auto LPG and CNG) Amendment Regulations, 2020 to further amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Retail Outlets dispensing Petroleum, Auto LPG and CNG), Regulations 2018.
The following amendments have been made:
•Regulation 6(4) has been inserted, which specifies the technical standards, namely:
“The technical standards and specifications including safety standards for retail outlets dispensing LNG or LCNG are specified in Schedule -4 which relate to storage installations and handling, LNG storage vessel - general design requirements, fitments, equipment, piping system, transfer of LNG, pump and compressor control, tank vehicle unloading facilities, Emergency Shut Down System (ESD System), fire prevention and protection facilities, boil off gas management, LNG or LCNG dispensing, operation and maintenance, road transportation, competence assessment and assurance, emergency plan and procedure, automation, safety inspections or audit.”
•Regulation 7(1A), which specifies the compliance to these regulations, has been inserted, namely:
“The Board of the concerned entity, within ninety days of the commencement of these regulations shall appoint one of its directors, who shall be responsible for ensuring compliance to these regulations.”
•Schedule 4, which specifies the storage, handling and dispensing at LNG and LCNG dispensing stations has been inserted.
