The State Government of Goa on October 01, 2020 has issued the Model Municipal Solid Waste (Management and Handling) Bye-laws, 2020. It specifies prohibition of littering and other nuisances which states that no person shall do the following:-
• Throw or deposit litter in any occupied/unoccupied/open/vacant public or private place;
• Throw or deposit litter on any street, road, side-walk, playground, garden, traffic island, water body, drain or other public/ private place;
• Drive or move any truck or other vehicle filled with litter
It also specifies Segregation, storage, delivery and collection of solid waste.
• The solid waste shall be segregated and stored in the respective receptacles as follows:-
(a) Bio-degradable (wet) waste–Green bin
(b) Domestic hazardous waste other than sanitary napkins, diapers, tampons, etc.–Red bin
(c) Fully treated bio-medical waste (as per applicable rules)
(d) Recyclables–Blue bin
(e) Non-recyclable waste–White bin
(f) Construction and demolition waste (to be stored separately within the premises of its origin)–Grey colour code
(g) Bulk garden and horticulture waste including tree and plant trimming (to be stored separately within the premises) – Brown colour code
(h) Sanitary waste like napkins, diapers, tampons, etc. to be securely wrapped in pouches provided by the manufacturers or brand owners or in suitable wrappers as determined by the Council and shall be stored in a Purple bin
(i) Such other colored receptacles/bins as may be determined by the Council
• The Domestic hazardous waste as specified in Schedule II hereto shall be stored and delivered to the collection vehicle or to a center designated for collection of such waste for disposal
• The construction and demolition waste shall be segregated and stored within premises of generation and delivered separately at such locations/sites and at such time as specified by relevant authority
• All other non-biodegradable dry waste (both recyclable and non-recyclable) shall be stored and delivered by every generator of waste to the dry waste collection vehicle
• Bulk garden and horticultural waste shall be stored separately within the premises and composted at source.
• The bye laws also provide the table of user charges to be collected by the Council for providing service of door-to-door collection of solid waste.
• The bye laws also provides the table of fines in case of any contravention.
• Further the bye laws also provides the below schedules:
• Schedule I - Illustrative list of biodegradable and recyclable waste
• Schedule II - List of Domestic Hazardous Waste that can be returned back to manufacturer through local Authorized suppliers through Extended Producer Responsibility.
