Meghalaya Government issues online inspection procedures for the Central Inspection System

Labour ComplianceThe State Government of Meghalaya on December 01, 2020 has issued a Notification to notify the introduction of an online-based inspection system called Central Inspection System that will cover the offices of the Labour Commissioner and other officer of Boilers and Factories of Labour Department and officers of the controller of Legal Metrology and Meghalaya State Pollution Board and accordingly one web based online inspection system is being developed. 

The following Acts are covered under Central Inspection System:-

1. Minimum Wage Act, 1948

2. Equal Remuneration Act, 1976

3. Payment of Bonus Act, 1965

4. Payment of Wages Act, 1936

5. Payment of Gratuity Act, 1972

6. Maternity Benefit Act, 1961

7. Contract Labour (Regulation and Abolition) Act, 1970

8. Meghalaya Shops and Establishments Act, 2003

9. Child and Adolescent Labour (Prohibition and Regulation) Act, 1986

10. Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979

The following online inspection procedure has been issued by the Government:-

• The frequency of inspection of factory shall be based on risk category, the establishment is falling into. For high risk factories inspection shall be once a year, for Medium Risk factories once in two years, for Low risk one in three years and for vary Low risk, inspection is exempted.

• Risk based selection of Establishments and industries o the basis of the criteria including; number of workers, contract workers, nature of activity of the establishment or industry, compulsory inspections.

• Establishments with zero employees or only family members as employees are exempted from inspection, including start-ups, or the establishments specifically exempted by the government of Meghalaya 

• All inspection report shall be submitted to the appropriate authority through the online Central Inspection System portal, within 48 hours of completion of the inspection.

This Notification is in suspension of Notification No.: LBG.39/2014/Pt/228 dated October 14, 12020 on the same subject.
