The Irrigation and Water Resources Department of Haryana on December 23, 2020 has issued a Notification regarding procedure, forms, terms & conditions, fee and charges, etc. for seeking permission under Section 16 (1) of the Haryana Water Resources (Conservation, Regulation and Management) Authority Act, 2020 from the Haryana Water Resources Authority (HWRA).
I) The procedure, forms, terms & conditions, fee and charges, etc. are as follows:
The intended user (Industry, Mining, or infrastructure) can apply online from authority portal for seeking permission to use water.
For seeking Permission or No Objection Certificate to use water for industrial use, an online application made to the authority with the documents and information specified in Schedule–I.
For seeking Permission or No Objection Certificate to use water for mining use, an online application made to the authority with the documents and information specified in Schedule–II.
For seeking Permission or No Objection Certificate to use water for Infrastructure use, an online application made to the authority with the documents and information specified in Schedule–III.
The Person or Entity should pay a processing fee along with the application for seeking Permission or No Objection Certificate as specified Schedule – IV.
The permission should be granted as per the authority and terms & conditions specified in respective Schedule.
The permission or No objection Certificate should be granted with the seal of the authority and under the signature of the Administration Secretary, Government of Haryana.
The Permission or No objection Certificate will be valid for one year.
The applicant has to comply where the constituted authority imposes further terms & conditions after permission or No objection Certificate.
The applicant is liable to pay ground water abstraction/restoration charge as per Appendix 5.0.
II) The categories of user/persons exempted from seeking No objection Certification for ground water extraction:
• Individual domestic consumers in both rural and urban areas for drinking water and domestic uses where public water supplies do not exist.
• Rural drinking water supply schemes.
• Armed Forces Establishments and Central Armed Police Forces establishments in both rural and urban areas.
• Agricultural activities.
• Micro and small Enterprises drawing ground water less than 10 cum/day. However, such MSME shall get its self-registered itself with the Authority
