Himachal Pradesh Government introduces Online Random Central Inspection System

Labour ComplianceThe Department of Industries of Himachal Pradesh on December 30, 2020 has issued a notification on the Himachal Pradesh Online Random Central Inspection System. The Government plans on developing an online system for the purpose of inspection and the inspectorates shall submit the reports online on the system. 

The following points shall be considered for the implementation of the online system: 

• Whenever any Inspecting Authority of the department conducts the inspection of the establishment, it will be mandatory to submit the inspection report online within 48 hours to the department as well as to employer. 

• Whenever inspection of any establishment is carried out, the establishment will be allowed to view and download the inspection report of at least past 3 years, so that employer is aware about the violations detected during inspection.

• The online system shall be designed in such a way that in any case, the same inspector shall not inspect the same establishment twice consecutively. 

• Based on complaint/instructions received from State Government/District Collector/ Human Right Commission/Lokayukta/Elected Public Representatives/Trade Unions/ Workers, inspection of the establishment may be carried out at any time. It shall be ensured that the surprise inspections (other than scheduled inspections) conducted are recorded in the online system.
