The Labour Commissioner of Trivandrum has issued guidelines to be followed by various departments with regard to proper and timely services to be provided to the people under Ease of Doing business was published earlier. Auto renewal facility and Central Inspection system to be initialized department wise as per the instructions received from the Government.
According to State Business reform Action plan 2020 guidelines, the following services to have auto renewal facility as per Government Order:
1.) Registration under the Shop and Commercial Establishment Act, 1960
2.) Renewal of License for the Contractors under the provisions of the Contract labour (regulation and abolition Act), 1970.
The license and registration under the Acts specified above may be renewed automatically if applied online through LCAS 30 days before the due date and after paying the appropriate fee.
Central Inspection System
According to State Business reform Action plan 2020 guidelines, Central inspection system/ Joint inspection system to be implemented for the inspection of the following regulations:
Inspections under:
• The Equal Remuneration Act, 1976,
• The Minimum Wages Act.1958
• The Shops and Establishments Act
• The Payment of Bonus Act. 1965
• The Payment of Wages Act. 1936
• The Payment of Gratuity Act, 1972
• The Contract Labour (Regulation and Abolition) Act. i) :
Joint Inspection under:
• The Equal Remuneration Act. 1976
• The Factories Act, 1948
• The Maternity Benefit Act. 196!
• The Minimum Wages Act. 1948
• The Shops and Establishments Act (as applicable)
• The Labour Welfare Fund Act (as applicable)
• The Payment of Bonus Act, 1965
• The Payment of Wages Act. 1936
• The Payment of Gratuity Act. 1972
• The Contract Labour (Regulation and Abolition) Act. 1970
Instructions to be followed by section officers with regard to Central Inspection System:
1. Every District Labour officers to schedule inspections in CIS on 5th of every month.
2. Draft schedule to be examined and if there is any inconvenience in any of the dates, the reason should be mentioned in remarks and the date should be rescheduled.
3. Inspection report to be updated on LCAS portal within 48 hours of inspection
4. Data uploaded by assistant labour officers to be inspected and approved on CIS by District Labour officers.
5. The inspection notice generated during inspection from LCAS to be given to the establishment.
6. Any non-compliance to be recorded in LCAS
7. The above steps to be followed until LCAS and Central inspection system is integrated.
