PCBA issues SOP for processing application for obtaining CTE/CTO

EHS ComplianceThe State Pollution Control Board, Assam (PCBA) on April 19, 2021 has issues Standard Operating Procedure (SOP) for processing applications for obtaining CTE/CTO and HW Authorization for oil & Gas exploration, development and production installations which require Environment Clearance (EC) in accordance with EIA notification, 2006. 

SOP for processing applications submitted by oil & gas sector industries has been formulated under the water (prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution) Act, 1981 and Hazardous & other waste (Management & Transboundary Movement) Rules, 2016. 

The SOP for CTE applications submitted by Oil & Gas exploration & Production companies are as follows: -

• Project proponent has to apply in the prescribed application form for their proposed industry. 

• Project Proponent may apply for CTE before grant of EC. 

• Block allotment letter from GOI and PML/PEL granted by state government has to be submitted. 

• AOA and AOM of the company has to be submitted by private sector industries. 

The SOP for CTO applications submitted by Oil & Gas exploration & Production companies are as follows:

• Compliance report of conditions stipulated in the environmental clearance (EC) as well as CTE. 

• Latitude and Longitude of the site along with photographs of the site. 

• Layout plan with details of proposed locations of source of air pollution and water pollution. 

• Details of effluent generations, treatment and Disposal. 

• Details of estimated quantities of process chemicals, solid waste generation including drill cutting etc.
