The Petroleum and Natural Gas Regulatory Board on August 27, 2021 has issued the Petroleum and Natural Gas Regulatory Board (Integrity Management System for Petroleum and Petroleum Products Pipelines) Regulations, 2021. The objective of the regulations outline the basic features and requirements for developing and implementing an effective and efficient Integrity Management Plan (IMP) for Petroleum and Petroleum Products Pipeline system.
The provisions under the Petroleum and Natural Gas Regulatory Board (Integrity Management System for Petroleum and Petroleum Products Pipelines) Regulations, 2021 are as follows: -
•These shall apply to all the entities engaged in laying, building, operating or expanding, maintaining and decommissioning Petroleum and Petroleum Products Pipelines.
•These regulations shall cover integrity management of all the existing and new Petroleum and Petroleum Products Pipelines including High Vapour Pressure (HVP) liquids and the associated facilities required for transportation of petroleum and petroleum products through pipelines such as storage facilities, delivery stations or terminals, intermediate pigging facilities, pumping stations, sectionalizing valves and like other facilities of pipeline installations.
• The pipeline design, materials and equipment, piping system components and fabrication, installation and testing, commissioning, corrosion control, operation and maintenance, safety and fire protection and the followed shall be in accordance with Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum and Petroleum Products Pipeline) Regulations, 2016.
• The development and implementation of Integrity Management System for the Petroleum and Petroleum Product Pipelines are described in SCHEDULE-1 to SCHEDULE-9.
• It shall be necessary to comply with all statutory rules, regulations and Acts in force as applicable and obtain requisite approvals from the relevant Competent Authorities for the Petroleum and Petroleum Product Pipelines.
