The Petroleum and Explosives Safety Organisation (PESO) on March 25, 2022 has issued Guidelines for fabrication of bowsers and certification by competent persons under Petroleum Rules, 2022.
The following has been stated namely: -
• All the Fabricators of browsers shall fabricate a browser of 3-6 KL on receipt of allotment letter of Oil Marketing Company (OMC) conveying that the applicant has been recognised by the OMC for delivering of HSD.
• While fabricating a bowser, the fabricator shall ensure that GPS device is installed in the cabin of bowser which shall be linked with the dispenser and programmed in such a way that no delivery of HSD takes place at places other than geo fenced area.
• Details pertaining to the GPS device shall be mentioned in fabrication drawing to be submitted for grant/amendment of license.
• While inspecting a bowser by a competent person for issuing certificate, they shall ensure that GPS device is provided in the bowser and make & model and function of GPS shall be mentioned.
