CEA notifies regarding Safety Advisory to all Thermal Power Generating Utilities

Commercial ComplianceThe Central Electricity Authority (CEA) on May 24, 2022, has issued a Notification regarding Safety Advisory to all Thermal Power Generating Utilities.

The following has been stated namely: -

• General Safety and Fire Safety – Internal Safety Audits must be carried out annually through cross-functional teams/internal trained staff and records must be maintained. Further, External Safety Audit must be carried out through registered Agencies at a regular periodicity of 2 years and Action Taken Report (ATR) must be prepared & monitored to ensure early closing of pending recommendations.

• Boiler, Turbine, and Generator (BTG) Safety – The boilers must be operated by Boiler Operating Engineers (BOEs) in compliance with the provisions of IBR. Utilities with a shortage of BOEs are advised to take immediate and urgent steps to ensure that a sufficient number of engineers should be qualified BOEs.

• Balance of Plant (BoP) Safety – Chlorine leak sensor probes must be provided for all chlorine cylinder bays at proper locations. Water sprinkler system needs to be installed in the chlorination plant to neutralize chlorine leaks in addition to the extant system.
