The Ministry of Coal, on June 14, 2022, launched the Project Information & Management Module of the Single Window Clearance System (SWCS). The approval of a mining plan and mine closure plan, the grant of a mining lease, environmental and forest clearances, wildlife clearances, safety, rehabilitation of project impacted families, worker welfare, and other statutory provisions are all required before a coal mine can begin operations. Various central ministries and state government departments are issuing these clearances. Although certain clearances have internet portals, the majority of clearances are still given in person. As part of its plan to digitize clearances, the Ministry of Coal has developed a Single Window Clearance System, which allows project proponents to apply for all necessary approvals using a single registration interface. The site will be used to map applications and their associated process flows for obtaining all of the necessary statutory approvals to start a coal mine.
To make doing business easier, SWCS has created a unified platform that includes an already operational module for timely approval of mining plans and mine closure plans, as well as integration with Parivesh Portal, digital acceptance of objections under Section 8 (1) of the Coal Bearing Areas (Acquisition & Development) Act, 1957, and the Telangana and West Bengal Consent Management Systems. Project Information & Management Module has been added to the Ministry of Coal's SWCS, which will help project proponents, as well as Ministry and State officials, monitor and expedite the implementation of coal mines. This project Information & Management Module provides a digital link between the mine allocattee and the Ministry, as well as digital resolution for each block. One of the major features of the module is the management of Bank guarantees, Upfront payment, major clearances, show cause notices, and court cases.
