The Punjab State Electricity Regulatory Commission (PSERC) on September 08, 2022, notifies Punjab State Electricity Regulatory Commission (Electricity Supply Code and Related Matters) (11th Amendment) Regulations, 2022 to further amend the Punjab State Electricity Regulatory Commission (Electricity Supply Code and Related Matters Regulations, 2014 including the first to tenth amendments).
The following amendments have been made-
•Amendment of Regulation 2 of the Principal Regulations
(i)The new clauses (aa) - Advanced Metering Infrastructure, (ab) - Advanced Metering Infrastructure Service Provider, (ca) - Application, (oa) - Consumer Meter, (rb) - Disconnection, (zla) - Interface Meter, (ztb) - Point of supply, (zva) - Prosumer, (zwa) - Sanctioned Load or Contracted load, (zyaa) - Smart Meter, (zzba) - Supply Voltage Interruption, (zzbb) - System Average Interruption Duration Index & (zzbc) - System Average Interruption Frequency Index to Regulation 2 of the Principal Regulations shall be added.
(ii)The clause (i) Billing Cycle or Billing period & (zo) Meter to regulation 2 of the Principal Regulations shall be substituted.
•Amendment of Regulation 4.2 of the Principal Regulations
•Regulation 4.2 A shall be added to the Principal Regulations after sub-regulation 4.2.2.
•Amendment of Regulation 6 of the Principal Regulations: Procedure for Release of New Connection/Additional Load/Demand shall be substituted.
•Amendment of Regulation 8 of the principal Regulations: Time limits for release of new connection/additional load/demand.
•Amendment of Regulation 12 Consequences of exceeding sanctioned or contracted load or contract demand of the Principal Regulations.
•Amendment of Regulation 21 of the Principal Regulations: Use, Etc. Of Meters.
•Amendment of Regulation 25 Consumer Service & Consumer Grievances Redressal Mechanism of the Principal Regulations.
•Amendment of Regulation 26 of the Principal Regulations: Payment of Compensation.
These Regulations shall be applicable to all licensees (including entities exempted under Section 13 of the Act) in their respective licensed/supply areas and all consumers/persons in the State of Punjab.
These Regulations shall come into force from the date of their publication in the official gazette of the State.
