The Ministry of Finance (MoF) on September 28, 2022 has issued Notification regarding general conditions for grant of license for cultivation of opium poppy for production of Poppy Straw from which no juice is extracted through lancing on account of the Central Government during the Opium Crop Year Commencing on the 1st day of October, 2022 and ending with the 30th day of September, 2023.
The following has been stated namely: -
• The Place of Cultivation may be licensed in any tract as may be notified
• Only certain cultivators are Eligible for Cultivation such as Cultivators who had cultivated opium poppy for production of Poppy Straw from which no juice is extracted through lancing during the crop year 2021-22 and tendered poppy straw at weighment centre.
• There are certain conditions to fulfill without which the cultivator will not be granted license.
• All cultivators have a maximum area which is 0.10 Hectares, lands of other maybe leased if more land is required.
• The license issued for 2022-23 will remain in force till 2027-28.
• If the area actually cultivated is up to 5% in excess of the licensed area, such excess cultivation maybe condoned.
• Any cultivator who cultivates opium poppy during 2022-23 in his own land or in the land leased from others shall provide details of owner of the plot, survey number and any other details as may be directed by the Narcotics Commissioner.
