Govt. of Gujarat issues Aatmanirbhar Gujarat Scheme for assistance to MSMES

Commercial ComplianceThe Government of Gujarat on October 05, 2022, issued the Aatmanirbhar Gujarat Scheme for assistance to MSMES. The operative period of the scheme will be considered from October 05, 2022 till October 04, 2027 (i.e 5 years from the date of issue of this GR) (Operative Period).

Under this scheme following have been stated: 

• Under this scheme enterprise has been defined as a legal entity such as a company, partnership firm including LLP, society, trust, industrial cooperative society, or proprietary concern engaged or to be engaged in the manufacture, production, processing or job work of articles or rendering of services.

• Under this scheme, a Micro, Small or Medium enterprise (MSME) means an enterprise which has fixed capital investment made in Plant and Machinery as per following:

o Micro: Less than or equal to INR 1 crore 

o Small: More than INR 1 crore and less than or equal to INR 10 crore

o Medium: More than INR 10 crore and less than or equal to INR 50 crore

• Under this scheme, new enterprises, existing enterprises, expansion, Diversification, Gross Fixed Capital Investment (GFCF), Eligible Fixed Capital Investment (EFCI) have been defined. 

• To be eligible for an incentive under this resolution, the enterprise must have begun commercial production/ rendering services during the scheme's operational period. The investment period for eligible fixed capital investment will be 12 months from the date of commencement of commercial production/ rendering services and for assets acquired and paid for from the date of issue of this GR.

• Micro, Small or Medium enterprises (MSMEs) will be eligible to receive an exemption from Electricity Duty as applicable under the Gujarat Electricity Act, 2003.

• An enterprise that has received an incentive under this scheme must continue to produce until the end of the eligible period of incentive. However, if production is halted for a specific period for reasons beyond the management's control, the sanctioning authority may excuse the period after due verification of the details and reasons for the halt in production and after satisfying itself of the same.

• In Annexure – A List of Eligible Services Activities has been mentioned.
