The Maharashtra Pollution Control Board (MPCB) on September 29, 2022, amends the Consent for the inclusion of the number of strong Streams and concentrated streams and their treatment and disposal path.
It has been noted that the majority of chemical industries, including those in the pharmaceutical, bulk drug, dye and dye intermediates, specialty, synthetic organic, and other sectors, produce effluents with strong streams or concentrated streams that have high Chemical Oxygen Demand (COD) or high total dissolved solids (TDS).
Due to the discharge of this kind of concentrated effluent by the member companies of Common Effluent Treatment Plants (CETPs), it has been noted that the inlet influent parameters do not match the inlet design criteria of individual ETPs of industries as well as Common Effluent Treatment Plants (CETPs).
Maharashtra Pollution Control Board (MPCB) has felt it necessary to monitor and control the quality of influent discharged to ETP/CETP and segregation of such strong stream and treating it by installing own adequate facility of treatment of such Strong stream or treating in a specialized common treatment facility and has decided to amend all valid Consents to Establish, Operate and Renewal granted to such identified industries.
•It has decided to temporarily delegate the powers of The Board to the Regional Officers for amendments in valid consents to Establish, Consents to Operate, and Renewal for quantification of a segregated strong stream and weak stream, its treatment and disposal path of the strong stream by installing own treatment and disposal facility as Reverse Osmosis, Multi Effect Evaporator, Automated Thin Film Dryer, etc. or treating in a specialized common treatment facility.
•This delegation of the power is restricted only to the amendment of the valid consents to Establish, operate and Renewal, with respect to the quantification of the segregated strong stream and weak stream and its disposal path of the strong stream by installing its own disposal facility as RO/MEE/ATFD or treating in a specialized common treatment facility.
•After receipt of the proposal from Industries, RO shall amend the valid Consents to Establish, Operate and Renewal granted to those identified industries limited to quantification of a segregated strong stream and weak stream and its treatment and disposal path of a strong stream by mentioning timeline not more than six months and this delegation of power is valid only up to November 15, 2022.
•All Regional Officers shall submit the list with amended copies to Head Office, also Regional officers should not carry out any other amendment in Consent except as mentioned above.
