The Ministry of agriculture and farmer’s welfare (MoAFW) on October 21, 2022, published the draft Insecticides Amendment Rules, 2022 to further amend the Insecticides Rule, 1971. This shall come into force on the date of their final publication in the Official Gazette.
The amendments are as under:
•Rule in rule 9, for sub-rule (4B) which specifies the educational qualifications of person applying for manufacturing licence shall be substituted namely: -
Under sub-rule (4B) sub clauses (i) and (ii) will be substituted as follows: -
a) Clause (i) Doctorate in Chemistry or Agriculture Chemistry or Agriculture chemicals or Master of Technology or Master of Science in Chemical engineering or equivalent for manufacture of technical grade insecticides.
b) Clause (ii) Graduate degree in Agriculture or Science with Chemistry as one of the subject for manufacture of insecticides formulation.
Provided that a person possessing a manufacturing licence on the date of notification sub-rule (4B) shall be allowed a period of four years to comply with the educational qualification or a period of one year to employ a person possessing the said qualification.
The draft rules will be taken into consideration after the expiry of thirty days from the date on which copies of the Official Gazette in which the notification is published, are made available to the public (November 21, 2022).
