The Government of Madhya Pradesh on February 24, 2023, issued the Madhya Pradesh Electricity Regulatory Commission (Electricity Purchase and Procurement (Procurement Process) Regulations, 2023 to revise the Madhya Pradesh Electricity Regulatory Commission Electricity Purchase and Procurement Procedure Regulation, 2006.
These regulations will be applicable to all the distribution licensees located in the Madhya Pradesh state area and will be applicable to all power purchases made or proposed by the distribution licensee from conventional and renewable sources of energy.
The following provisions have been stated:
• The distribution licensee shall prepare a power procurement plan for a period of five years for the optimization of supply resources economically keeping in view the power requirement of his power supply area and shall submit it to the Commission every year gradually revising the applications and plans for the coming years. Will submit (rolling) five-year plan. According to the demand-supply situation in the plan, long-term, medium-term, and short-term sources can be included in the plan.
• The distribution licensee shall submit to the Commission on or before 31st July every year the power procurement plan along with necessary supporting documents and formats
Provided that after the notification of these regulations, the initial power procurement plan shall be submitted by the distribution licensees for a time period aligned with the control period of MPVNIA multi-year electricity rate (tariff) regulations.
These regulations will be effective from February 24, 2023.
