The Ministry of Agriculture and Farmers Welfare (MoAFW) on February 28, 2023, notified the Draft Insecticides (First Amendment) Rules, 2023 to further amend the Insecticides Rules, 1971.
Inviting objections from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Gazette of India in which the said notification was published were made available to the public.
The following has been stated-
In rule 9, for sub-rule (4B), the following shall be substituted-
3 “(4B) A person who applies for a manufacturing license shall possess or shall employ a person possessing the following educational qualifications, namely:-
(i)Doctorate in Chemistry or Agriculture Chemistry or Agriculture Chemicals or Master of Technology or Master of Science in Chemical Engineering or equivalent for the manufacture of technical grade insecticides.
(ii)Graduate degree in Agriculture or Science with Chemistry as one of the subjects for the manufacture of insecticides formulations; Provided that a person possessing a manufacturing license on the date of commencement of the Insecticides (First Amendment) Rules, 2023 shall be allowed a period of four years to comply with the prescribed educational qualifications or a period of one year to employ a person possessing the said qualification, whichever is earlier.”
