The Ministry of Agriculture and Farmers Welfare, (MoAFW) on March 09, 2023, published the Draft Insecticides (Fourth Amendment) Rules, 2023 to further amend the Insecticides Rules, 1971
These Amendment Rules shall come into force on the date of their final publication in the Official Gazette
The following has been amended namely: -
- In rule 10 which states “Licences for sale etc. of insecticides”, in clause (iii) of sub-rule (3A): (a) the words “Indian Grain Storage Institute, Hapur and National Plant Protection Training Institute, Hyderabad” shall be substituted by the words “ Indian Grain Storage Management & Research Institute, Hapur and National Institute of Plant Health Management, Hyderabad, respectively ”. (b) in sub-clause (iii), the following proviso shall be inserted:
Provided that any person who applies for a grant of license for the Pest Control Operations using only Glyphosate and its derivatives for such operations as prescribed shall undergo a training program, meant exclusively for Glyphosate usage, from any of the following Institutions - any State Agricultural University or Krishi Vigyan Kendra or National Institute of Plant Health Management, Hyderabad or State Agricultural Management and Extension Training Institute or Central or State Agricultural Research Institute or any other Government recognized university or institute or Central or Regional Integrated Pest Management Center (CIPMC) with NIPHM as the implementing nodal agency for course curriculum and monitoring of the training program.
Objections or suggestions which may be received from any person in respect of the said draft rule before the expiry of the thirty days from the date on which copies of this notification as published in the Gazette of India and made available to the public shall be considered by the Central Government
