Industry Specific ComplianceThe Airport Authority of India (AAI) on May 05, 2023, issued the Standard Operating Procedures (SOP) for the Non-standard Parking of Aircraft for the Hubballi Airport

These SOPs aim to ensure safe, Orderly, and efficient Operations of aircraft in compliance with Indian and international laws and regulations in order to optimize the allocation of Non-Standard Parking Stands at Hubballi Airport. 

The following has been stated namely: -

• It states that a safety assessment will be conducted by identifying potential risks and a compliance timetable for mitigating measures and the availability of such paved places will be determined for the parking of non-scheduled/general aviation aircraft.

• It states that all the relevant stakeholders should be represented in the safety assessment meeting, including but not limited to the following namely: -

(i) Aircraft owners and/or operators, fixed base operators

(ii) Safety regulator

(iii) Air Traffic Management

(iv) Airport security

(v) Airport safety

(vi) Aircraft Rescue and Firefighting Service

• It states that the plan should be continuously monitored and updated when required and should identify at least the following conditions namely: -

(i) Locations for long, intermediate, and short-term parking of aircraft 

(ii) Safety impact of parking options on obstacle limitation surfaces (OLS) and operations 

(iii) Clearance distances between aircraft during parking manoeuvres 

(iv) Issues around aircraft access and availability. 

(v) Notification procedures for closure of an operational area 

(vi) Preventive measures for damage from the use of pavement for parking 

(vii) Impact on ARFF, law enforcement and other emergency response deployment.

• The Non-Standard parking procedure: (During notified ATC Watch hours only) has been stated as follows namely: -

(i) All efforts should be made to utilize Existing Parking Sands. Once all the stands are occupied, other options might be considered e.g. parking on aprons and then taxiways. 

(ii) The designated non-standard parking position shall be for code A-type aircraft or lightweight helicopters. 

(iii) Temporary markings of Taxiway centreline to be made in white colour on existing apron considering safety distances as per DGCA CAR Sec_5, Series_8, Part-I.

(iv) Efforts are to be made for parking smaller aircraft (Code B) on existing Parking stands designed for code-C type of aircraft. However, necessary safety distance is to be maintained by making temporary taxiway centreline marking in white dotted lines.

(v) On receipt of arrival/departure intimation of aircraft, Duty Manager/ Operations Official shall provide “Follow-me Service”, in guiding arriving/departing to/from allotted non-standard parking stand. Also, provide the same service for vehicles/equipment as and when the situation warrants. 

(vi) Ground Handling Agency to be intimated well in advance who shall provide Marshalling Service or any other special service required by the aircraft operator.
