The Punjab State Power Corporation Limited (PSPCL) issued a notification regarding allowing new online NOC applications for Industrial Parks/Estates under Regulation 6.6.2 of supply code-2014(Single Point Supply to a Distribution Franchisee)
The following has been stated namely: -
• It states that it has been decided to allow the processing of new Noc cases under Regulation 6.6.2 of supply code-2014 only for those Malls/Commercial companies having space constraints for installation of outdoor oil-type DTs of standard ratings approved by PSPCL, the Detailed instructions in this regard was issued vide memo no. 274-299 dated March 16, 2023, for allowing new applications for Nocs under supply code Regulation 6.6.2 only for Malls/commercial complexes having space constraints.
• it has been decided to allow the processing of new NoC cases under Regulation 6.6.2 of Supply code-2014 for Industrial Parks/Estates subject to the following Conditions namely: -
a) The developer seeking the NOC for Industrial Parks /estates under Reg. 6.6.2 of Supply Code-2014 shall only sign New Franchisee Agreement, which is under approval. However, during the transit period, the developer will sign Draft Model Franchisee Agreement- 2021 issued vide memo no. 2381- 2402 dated October 28, 2021 (along with amendment issued vide memo no. 481-506 dated May 04, 2023) with validity only till the finalization of the New Franchisee Agreement subject to the condition that they shall also furnish an undertaking for signing and abiding by the conditions of the New Franchisee Agreement after its finalization by PSPCL.
b) The billing of the individual consumers inside such industrial Park/Estate shall be done by PSPCL after signing of the revised Draft Franchisee agreement, 2021 (updated and amended) by the developer.
• It further states that NOCs under Regulation 6.6.2 for remaining categories of projects other than the above-mentioned categories, shall remain discontinued as per earlier instructions issued vide memo no. 2213-38 dated September 21, 2021. However, applications for revised NOCs from existing Franchisees under Supply Code Regulation-6.6.2 shall continue to be accepted as per earlier instructions issued vide memo no. 2381 dated October 28, 2021
