The National Medical Commission (NMC) on June 02, 2023, issued the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment and Rating Regulations, 2023.
The following provisions have been stated:
• The mandate of permission – No medical college or medical institution can be established, or new medical courses or courses be started unless it is granted permission by the MARB in writing, in response to an application submitted in this regard. Provided any such permission by the MARB may be issued subject to such conditions as it may think fit to impose.
• The MARB may invite applications for one or more of the following –
o Establishing a new medical institution intending to offer undergraduate courses.
o Establishing a new medical institution intending to offer postgraduate medical courses.
o Establishing a new medical institution intending to offer both undergraduate and postgraduate medical course/s.
o For starting undergraduate courses or increasing or decrease in the number of UG seats in an established medical institution.
o For starting postgraduate medical course/s or increase or decrease in the number of PG seats in an established medical institution.
• Eligibility criteria –
o No medical institution shall be provided permission unless they satisfy the conditions pertaining to but not limited to physical infrastructure, teaching staff, clinical material, and hospital as detailed in the MSRs notified from time to time.
o Without prejudice to anything stated in the sub-section (a) above, the UGMEB or PGMEB as the case may be, shall from time to time publish the MSR with such modifications or amends required, keeping in mind the overall objectives of the Act.
o Notwithstanding anything stated above in Section 10, all modified or amended MSRs shall have to be implemented.
These Regulations shall come into force from June 02, 2023.
