The Government of Andhra Pradesh on June 13, 2023, issued a notification regarding amending the Andhra Pradesh Higher Education Regulatory and Monitoring Commission Rules, 2019
The following has been amended namely: -
• Rule 13 which states “Appointment of Secretary” the following has been substituted as follows namely: -
“13. Appointment, service conditions, and functions of the Secretary:
(a) The secretary to the commission shall be appointed by the state government in consultation with the commission on deputation from the serving officers of the state government who hold the rank of Secretary or additional secretary to the government. Alternatively, the secretary may also be appointed by the state government in consultation with the commission on deputation from among the serving officers of the state universities who have a minimum of three years of administrative experience as a registrar of a state university.
(b) The term of the office for the secretary shall not exceed the period of three years, but in any case, shall not exceed beyond his/her superannuation
(c) The Government, in consultation with the commission shall not have the power to extend the tenure of the security for the second term or to transfer him/her at any time for any administrative reason or otherwise.
(d) The secretary shall draw his/her pay and allowances as applicable to his/her cadre in the parent organization
(e) The Secretary shall be the chief Executive officer of the commission as per section 4(2) o the Act and shall perform his/her duties in furtherance of the purpose and objects of the Act, rules, regulations, and directions of the commission through its resolutions.”
