class="MsoNormal">The Directorate General of Foreign Trade (DGFT) on June 23, 2023, issued a notification regarding the Procedure for applying for the Amnesty scheme for one-time settlement of default in export obligation by Advance and EPCG authorization holders in manual mode.
The following has been stated namely: -
• This has a Reference to Policy Circular No. 01/2023-24 dated April 17, 2023, regarding the procedure for filing applications for the Amnesty scheme for one-time settlement of default in export obligation by Advance and EPCG authorization holders which are specified as follows –
Ø It was mentioned in the said Policy Circular that applications for the Amnesty Scheme shall be filed using the EODC module of the DGFT website. Representations have been received in DGFT that there are certain problems faced by some exporters in filing applications in the EODC module of the DGFT website.
· In view of addressing the issue, an online form in manual mode is developed on a standalone website, http://www.amnestyscheme.in. Exporters can also file an application under Amnesty Scheme through the said website in manual mode in the following circumstances, -
Ø The data of the Authorisation/Licence(s) are not available in the online database of the EODC module of the DGFT website.
Ø There is a persistent problem in filing online applications for Amnesty Scheme.
· Instructions to file online applications in manual mode are given in the document attached.
· On receipt of the hard copy of the application, the RA concerned shall examine and confirm the shortfall through a letter.
· Applicant shall make the required payment of duty and interest to the Jurisdictional Customs Authority and provide proof of payment in response to the said letter.
· Based on the evidence of payments and other relevant documents prescribed, the concerned RA may examine and consider granting an Export Obligation Discharge Certificate (EODC) online in the EODC module of http://dgft.gov.in. It is reiterated that the final EODC letter shall be issued through an online module of DGFT website http://dgft.gov.in only.
• It states that the RAs are directed to process any such applications within 3 working days.
