The Government of Bihar on July 11, 2023, notified the Bihar Biofuels Production Promotion Policy, 2023 further to amend the Ethanol Production Promotion Policy, 2021.
The objectives of the policy are as follows: -
•This policy aims to broad base the coverage by including Compressed Bio-Gas (CBG)/ bio-CNG manufacturing units apart from Ethanol.
•This policy in turn will help utilize agricultural residues, animal dung, food waste, Municipal Solid Waste (MSW), sewage water etc. to generate alternative renewable automotive fuel.
•This initiative will also help create additional income for farmers and create employment.
•The aim is to leverage the opportunities in Ethanol and CBG manufacturing which offers a sustainable source of income for farmers, entrepreneurs, and workers who will be employed in such units.
•Eligibility for a type of Unit -Only standalone distilleries (single feed or dual feed) producing 100% fuel-grade Ethanol which will be developed as a Greenfield project shall be eligible for incentive under this Policy and the Units producing Compressed Bio-Gas (CBG)/ bio-CNG shall be eligible for incentive under this policy.
•Eligibility for the type of feedstock -Ethanol and compressed bio-gas (CBG) / bio-CNG production from all feedstock permitted under the National Policy on Biofuels, 2018, and by the National Biofuel Coordination Committee shall be allowed in the State of Bihar. Subsequent permission of any additional feedstock for Ethanol and compressed bio-gas (CBG)/ bio-CNG production by the National Biofuel Coordination Committee will be automatically allowed for Ethanol and compressed bio-gas (CBG) / bio-CNG production in the State of Bihar.
