The Ministry of Road Transport & Highways (MoRTH) on August 23, 2023, issued a circular regarding the use of Bitumen: Demand-Supply, Type & Grade, Specifications, Source of Procurement, and Quality in Construction of National Highways Projects- Reg.
The following has been stated: -
•Bituminous binder is one of the most important ingredients which influences the performance of bituminous mixes. Selection of the appropriate grade of bituminous binder for a particular section of the National Highway based on prevailing loading, ambient temperature & rainfall and ensuring the quality of bituminous binder during construction is indispensable to have durable flexible pavement.
•In supersession to provisions contained in Circular No. RW/NH-35072/05/2018-S&R (P&B) dated August 24, 2018, the following has been amended -
Selection of Appropriate Grade of Bituminous Binder: Bituminous binder for conventional pavement courses shall be in accordance with IRC: 37 "Guidelines for the Design of Flexible Pavements".
•Specification of Bituminous Binder:
Viscosity Grade Bitumen: Viscosity Grade Bitumen shall comply with the requirements of quality characteristics specified in IS: 73 "Paving Bitumen Specification".
