The Ministry of Ports, Shipping and Waterways on August 29, 2023, published the Draft Inland Vessels (Design and Construction) Rules 2023
This Draft shall come into force on August 29, 2023
The following has been stated namely: -
• It states that these rules shall be applicable to inland vessels, which are obligated to be registered under the Inland Vessels Act, 2021, or those vessels that are operating in the inland waters of India.
• It lays down the criteria for the determination of the Categorisation of inland vessels.
• It states that The stability particulars of inland vessels shall be adequate to ensure the safe operation of vessels by minimizing the risk to the vessel, to the personnel on board, and the environment, due regard being given to the vessel’s intended service and area of operation
• It states that For non-passenger vessels, proof shall be furnished that the following stability requirements have been complied with:-
a) In the positive area of the righting lever curve up to the first non-weather tight opening there shall be a righting lever (GZ) of not less than 0.10 m;
b) the area of the righting lever curve up to immersion of the first non-weathertight opening and in any event up to an angle of heel of 27 degrees shall not be less than 0.024 m.rad;
c) The metacentric height (GM) shall not be less than 0.15 m.
• It states that the Inland vessel to which the requirements of damage stability apply shall be permanently exhibited for the information of the officer in charge of the vessel, plans to show clearly for each deck and holds, the boundaries of the watertight compartments, the openings therein, the means of closing such openings, the position of the controls and the arrangements for the correction of any list due to flooding.
