The Directorate General of Shipping (DGS) on August 30, 2023, notified regarding the Contract Management Procedure.
It has been noted that a systematic compliance framework to the General Financial Rules, 2017 read with the Manual of Procurement of Goods, Manual of Procurement of Consultancy and Other Services, and Manual of Procurement of Works is a prerequisite in the Directorate General of Shipping. This is being reiterative in particular light of the applicability of contract management in this office order to all aspects of procurement and contracts in the Directorate General.
The General Financial Rules (GFRS) are a compilation of rules and orders of the Government of India to be followed by instructions to be observed by all Departments and Organisations under the Government and specified bodies except otherwise provided in these Rules.
For every award of contract in the Directorate General of Shipping, there shall be a specific contract management committee notified as indicated herein above and for every periodic payment milestone as specified in the contract, the said contract management committee shall be responsible for ensuring compliance of the contract, effective contract management, enforcement of the Service Level Agreement.
