The Ministry of Agriculture and Farmers Welfare (MoA&FW) on September 15, 2023, notified the Plant Quarantine (Regulation of Import into India) (Eighth Amendment) Order, 2023 further to amend the Plant Quarantine (Regulation of Import into India) Order, 2003.
The following has been stated: -
•Amendment of Chapter –III (Special conditions of Import)- The existing clauses 10 (2) & 10 (3) will be deleted and the following clauses will be added.
10 (2) Every import consignment herein specified in Schedule V, VI, and VII shall be accompanied by an original Phytosanitary Certificate issued by an authorized officer in the country of origin. The Phytosanitary Certificate shall contain the additional declarations and special conditions mentioned under Schedules V and VI of this order.
10 (3) In cases of re-export, the consignments shall be accompanied by a Phytosanitary certificate of re-export along with the original/ certified copy of the Phytosanitary certificate issued by the country of origin. Further, all the additional declarations and special conditions mentioned under Schedule-V and VI of this order may be fulfilled by the country of origin and endorsed in the Phytosanitary certificate issued by the country of origin (or) may also be partly/ fully fulfilled by the country of re-export and endorse them in the Phytosanitary certificate of re-export. However, the special conditions relating to Pest Free Areas, production sites, crop inspection, and certification shall be endorsed in the phytosanitary certificate of the country of origin.
It shall come into force on September 15, 2023.
