The Ministry of Commerce and Industry (MoCI) on September 30, 2023, notified regarding the anti-dumping investigation concerning imports of “Poly Vinyl Chloride Paste Resin” originating in or exported from China PR, Korea RP, Malaysia, Norway, Taiwan & Thailand.
The following has been stated:
• The applicant has alleged that material injury is being caused to the domestic industry due to the alleged dumped imports, originating in or exported from the subject countries and has requested for the imposition of antidumping duties on the imports of the subject goods from the subject countries.
• The product under consideration is ‘Poly Vinyl Chloride Paste Resin’ also known as Emulsion PVC Resin.
• It is submitted by the applicant that there are no significant differences in the subject goods produced by the applicant and exported from the subject countries and both are like articles.
• The application has been filed by M/s Chemplast Sanmar Ltd. Apart from the applicant, there is one other producer in India i.e., Finolex Industries Ltd., which has supported the instant application filed by the applicant.
• The subject countries in the present investigation are China PR, Korea RP, Malaysia, Norway, Taiwan & Thailand.
• The period of investigation (POI) for the investigation is from April 2022 to March 2023 (12 months). The injury examination period is April 01, 2019, to March 31, 2020, April 01, 2020, to March 31, 2021, April 01, 2021 to March 31, 2022, and the POI.
