Commercial ComplianceThe Ministry of Road Transport and Highways (MoRT&H) on October 06, 2023, issued the Draft Central Motor Vehicles (Amendment) Rules, 2023 further to amend the Central Motor Vehicles Rules, 1989.

The following amendments have been stated:

• In sub-rule (3) of rule 15, which states “Driving test”:

In clause (a), in clause (f), in clause (r), and in sub-clause (ii) of clause (v); for the words "rear-view mirror", the words "rear-view mirror or devices for indirect vision" have been substituted;

• In rule 31, which states “Syllabus for imparting instructions in the driving of motor vehicles”  in sub-rule (1), in Table A, in Sr. No. 2:

For the words "Rear-view mirror", the words "Rear-view mirror or devices for indirect vision" has been substituted;

• In rule 62, which states “Validity of certificate of fitness”  in Sr. No. 6 of Table A of sub-rule (1):

For the words "Rear View Mirror", the words "Rearview mirror or devices for indirect vision" have been substituted;

• In rule 124, which states “Safety standards of components”:

a. in sub-rule (4), in Table, in Sr. No. 8, 

 For the words "rear-view mirror", the words "devices for indirect vision" shall be substituted;

• In Motor Vehicles (Driving) Regulations, 2017:

(a) For the entry “rear view mirror”, wherever it occurs, the entry “rear view mirror or devices for indirect vision” has respectively been substituted.   

For information of all persons likely to be affected thereby; notice is hereby given that the said draft rules shall be taken into consideration after the expiry of thirty days from the date on which the copies of this notification as published in the Official Gazette, are made available to the public;

The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry of the aforesaid period will be considered by the Central Government.
