The Ministry of Mines (MoM) on October 26, 2023, issued the Amendment of the Mineral Conservation and Development Rules, 2017 (MCDR, 2017) and Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016 (MCR, 2016).
The following has been amended namely: -
• In view of the issues highlighted, it is proposed to further rationalise the penalties in the MCDR, 2017, and the MCR, 2016 for the leases having leased area up to 25 hectare and having annual approved production capacity of up to 2 lakh tonnes.
• A copy of the draft notifications for amendment of the MCDR, 2017, and MCR, 2016 is attached to the notification.
• Comments/ suggestions are invited from the general public, Governments of States and Union Territories, mining industry stake-holders, industry associations, and other persons and entities concerned, on the draft amendment rules by November 10, 2023.
• The comments/suggestions may be sent by e-mail in MS-Office Word file to [email protected]. The subject of the e-mail should be "Comments/suggestions on the amendment of the MCDR, 2017 and MCR, 2016". Or;
• Comments/suggestions may also be sent by post to the following address:
Shri Mustaq Ahmad, Director, Ministry of Mines, New Delhi. The envelope shall be superscribed on the top with “Comments/suggestions on the amendment of the MCDR, 2017 and MCR, 2016"
