The Petroleum and Natural Gas Regulatory Board on November 01, 2023, issued the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for dispensing of Automotive Fuels) Amendment Regulations, 2023 to further amend the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for dispensing of Automotive Fuels) Regulations, 2018.
The following amendments have been stated:
• In Regulation 6, which states “The standard” sub-regulation (1), the words “Schedule-I”, shall be substituted with the words “Schedule-1”.
• In Schedule 1, which states “Storage, Handling, and Dispensing at Petroleum Retail Outlets” clause 3.4 (xi), after the words "in drive out position", the following has been inserted, namely:
“Entities should identify Retail outlets in which drive-out position is not available at present and make modifications in the layout within six months of notification of this regulation, to ensure drive-out position during tank lorry decantation. Alternatively, in existing Petroleum Retail Outlets, wherever the drive-out position is not feasible, such Retail Outlets should be identified and relocated to other suitable location(s) within 3 years of notification of this regulation. In the meantime, as a mitigation measure, for the tank lorry decantation, the requirements as specified in Annexure IX shall be complied with the retail outlets not having driven out position.”
• In Schedule 1, which states “Storage, Handling and Dispensing at Petroleum Retail Outlets” Annexure-IX and Annexure-X have been added after Annexure VIII.
This notification will come into force from November 01, 2023.
