The Government of Andhra Pradesh on February 11, 2023, issued a notification regarding the use of aadhaar authentication services for the authentication of beneficiaries in the online portals/online applications in terms of rule 5 of aadhaar authentication for good governance (social welfare, innovation, knowledge) rules, 2020 for paddy procurement operations.
The following amendments have been made-
I. The instant approval is for both Yes / No authentication and the e-KYC facilities. Information Technology, Electronics & Communications Department, Government of Andhra Pradesh would be the Authentication User Agency (AUA) / KYC User Agency (KUA) for this purpose.
II. The informed consent of the resident shall be obtained for the purpose of authentication In terms of Section 29 of the Aadhaar Act, 2016. The purposes for which the Aadhaar number and related information is being sought must be communicated clearly to the resident. Specifically, the manner in which the Aadhaar number will be collected, stored, and used should be clearly communicated to the residents.
III. The resident shall be informed of an alternate mechanism of Identification /verification as the instant usage of Aadhaar authentication is permitted purely on a voluntary basis. (Finger scanner-based Biometric authentication, IRIS-based biometric authentication, OTP-based authentication, or any other mode of authentication prescribed by the UIDAI).
IV. There shall not be a denial of any service/ benefit to resident on account of the failure of Aadhaar-based authentication.
V. There shall not be a display of the Aadhaar number anywhere in the system and wherever required only the last four digits of the Aadhaar number may be displayed.
