Industry Specific ComplianceThe Directorate General of Civil Aviation (DGCA) on November 06, 2023, invited comments on Draft Civil Aviation Requirements - Helicopter Offshore Operations.

The following has been stated:

• Operating Procedures:

It is stated that the operator shall, as part of its safety management process, mitigate and minimize risks and hazards specific to helicopter offshore operations. The operator shall specify in the operations manual the:

a) Selection, composition, and training of crews;

b) Selection, composition, and training of operations support staff (dispatch staff);

c) Operations control procedures for offshore operations;

d) Duties and responsibilities of crew members and other involved personnel including Helicopter Landing Officer;

e) Required equipment and dispatch criteria; and

f) Operating procedures and minima, such that normal and likely abnormal operations are described and adequately mitigated.

• Applicability:

The Civil Aviation Requirements (CAR) specifies the requirements for the conduct of offshore helicopter operations and the minimum standards for the grant of specific approval by the Directorate General of Civil Aviation (DGCA) for the conduct of such operations. It is applicable to all helicopter operators intending to undertake offshore operations.
