The Ministry of Agriculture and Farmers Welfare (MoA&FW) on November 29, 2023, issued the Draft Insecticides (Eighth Amendment) Rules, 2023 to further amend the Insecticides Rules, 1971.
The following provisions have been stated:
• In Rule 10, which states “Licence for sale, etc., of insecticides” in clause (i) of sub-rule (3A), after the first proviso, the following proviso has been inserted:
Provided that a person who applies for the grant of licence to undertake pest control operations with the use of Glyphosate and its derivatives shall be deemed to have been granted a licence if the licensing officer did not grant him a licence after the expiry of a period of thirty days from the date of submission of his application.
Provided also that the person shall apply for a licence with a fee of one thousand rupees for all places of operation using glyphosate and its derivatives only.
Objections and suggestions with respect to the said draft rules will be considered by the Central Government before the expiry of 30 days from the date of publication of this notification.

This notification will come into force from November 29, 2023.
