The Central Pollution Control Board (CPCB) on November 28, 2023, issued a notification regarding Addendum to CPCB guidelines for providing one-time financial support for setting up of paddy straw-based pelletization and torrefaction plants Increase in financial support amount for torrefaction plants.
In March 2023, the Central Pollution Control Board (CPCB) issued modified guidelines aimed at providing one-time financial support to encourage the establishment of paddy straw-based pelletisation and torrefaction plants. These modifications were introduced to enhance the utilization of paddy straw.
According to the revised guidelines, the maximum financial assistance for setting up a pelletisation plant has been increased from Rs. 14 lakhs to Rs. 28 lakhs per Ton Per Hour (TPH) production capacity or 40% of the capital cost considered for plant and machinery of a 1 TPH plant, whichever is lower. Additionally, the maximum total financial support amount per proposal has been elevated from Rs. 70 lakh to Rs. 1.4 crore.
Recognizing the relatively low number of applications for torrefaction plants, attributed to the higher capital costs associated with such establishments, a subsequent adjustment has been made. The maximum financial assistance for setting up a torrefaction plant is now revised from Rs. 28 lakhs to Rs. 56 lakhs per TPH production capacity or 40% of the capital cost considered for plant and machinery of a 1 TPH plant, whichever is lower. Simultaneously, the maximum total financial support for torrefaction plant proposals has been raised from Rs. 1.4 crore to Rs. 2.8 crore per proposal.
