The Maharashtra Electricity Regulatory Commission (MERC) on December 21, 2023, issued the Draft Maharashtra Electricity Regulatory Commission (Forecasting, Scheduling and Deviation Settlement for Solar and Wind Generation) (First Amendment) Regulations, 2023, to further amend the Maharashtra Electricity Regulatory Commission (Forecasting, Scheduling and Deviation Settlement for Solar and Wind Generation) Regulations, 2018.
The following amendments have been stated:
• In Regulation 1, which states “Enabling Provisions for Draft F&S Regulations”:
i. The second proviso is introduced after the first proviso to Regulation 1.2,
“Provided further that proviso to Regulation 7.1, Regulation 7.2B, proviso to Regulation 13.1, proviso to Regulation 16 and the related provisions regarding scheduled based settlement shall come into force from the date to be notified separately, which shall not be later than 15 months from December 21, 2023.”
ii. The Third proviso is introduced after the second proviso Regulation 1.2
“Provided further that until notification of such date as referred hereinabove under second proviso to Regulation 1.2, the arrangement referred under proviso to Regulation 7.1, Regulation 7.2B, proviso to Regulation 13.1, proviso to Regulation 16 and the related provisions regarding scheduled based settlement shall be implemented in parallel for Pooling Sub-station(s) in Trial Mode starting from the date immediately after the lapse of 3 months from December 21, 2023. The Trial Mode may be operated for 12 months or any such period as may be decided by the Commission.”
• In Regulation 4, which states “Formula for computation of Absolute Error”, in Part A – General:
The Regulation 4.2 shall be substituted as:
“4.2 The Commission may review these Regulations, including formulation of Absolute Error, Absolute Error Bands and Deviation Charge thereof as stipulated under Regulation 7.2A, 7.2B and Annexure, every year, if it considers necessary, to further improve the Forecasting and Absolute Error bands based on changes in the electricity sector.”
