The Government of Himachal Pradesh on December 26, 2023, issued the Himachal Pradesh Co-operative Societies (Amendment) Rules, 2023, to further amend the Himachal Pradesh Co-operative Societies Rules, 1971.
The following provisions have been stated:
• In Rule 56, which states “Officers and employees of Co-operative Societies”, for sub-rule (3), the following shall be substituted, namely:
(3) “No Co-operative Society shall employ a salaried officer or servant with total monthly emoluments exceeding rupees ‘fifteen thousand’ without the previous permission of the Registrar:
Provided that if the operating expenses of a cooperative society, excluding the amount of depreciation exceeds its income in a financial year, such society shall not employ any salaried officer or servant in the next succeeding financial year:
Provided further that no co-operative society shall employ salaried officer or servant exceeding the cadre strength, if any, fixed by the Registrar by special or general order, and shall not fill more than ten vacancies in a financial year under this sub-rule without prior permission of the Registrar.”
• In rule 83A, in sub-rule (1) for clause (b) the following shall be substituted, namely:
“a firm of more than one Chartered Accountant within the meaning of the Chartered Accountants Act, 1949.”
The objection(s) or suggestion(s), if any, received within 2 weeks will be taken into consideration by the State Government before finalizing these rules, and may be sent to the Secretary (Co-operation) to the Government of Himachal Pradesh by post or e-mail address [email protected], within 2 weeks from December 26, 2023.
This notification will come into force from December 26, 2023.
