The Directorate General of Shipping, Mumbai (DGS) on January 08, 2024, issued a notification regarding the Implementation of the Maritime Single Window Under the FAL Convention.
The following has been stated: -
•The International Maritime Organization has issued guidelines for the establishment of the Maritime Single Window system under the Facilitation of International Maritime Traffic (FAL Convention). Countries are obliged to implement electronic information exchange, including the Maritime Single Window to streamline cross-border trade and enhance the efficiency of the logistics Chain.
•FAL Convention seeks to standardize the information required by Member States from ships, when calling a port to facilitate international trade, in the standard format. According to the FAL Convention, public authority shall provide provisions to allow the submission of declarations in electronic format. As per the Convention, all ships bound to Indian Ports are required to submit 7 forms electronically by the Master of the vessel or by the Authorized Agent.
•The Maritime Single Window, on the Sagar Setu Platform, is set to enter into force starting from January 01, 2024. Sagar Setu (National Logistic Portal - Marine), is aimed to connect all stakeholders of the logistics community using IT to improve efficiency and transparency by reducing costs and time delays. This project has a significant impact on the Ease of Doing Business Index of the country. The Ministry of Ports, Shipping and Waterways (MoPSW) has entrusted the Indian
•All vessels arriving at Indian ports are to submit FAL forms as per the user guide through the Maritime Single Window with Immediate effect.
•The Maritime Single Window is already implemented on January 01, 2024, and live at Sagar Setu - National Logistic Portal.
•Maritime Single Window is new to the stakeholder, so there might be some issues with the module. Any issue in uploading forms or using Maritime Single Window be informed with details to the undersigned email in the document given below.
