The Government of Himachal Pradesh on January 31, 2024, notified Himachal Pradesh Right of Way Policy, 2023 (HPROW-23) replacing the Right of Way Policy, 2021.
The following has been stated: -
•The objective of Right of Way Policy 2023 is to provide an enabling regulatory framework to facilitate the provisioning of over-ground and underground telecom infrastructure networks in the State of Himachal Pradesh.
•The policy also seeks to provide a transparent and efficient mechanism for promoting investment and setting up infrastructure in the telecom sector. Further, the policy aims to provide improved telecom services through wireless and optical fibre networks throughout the towns and villages in Himachal Pradesh.
•The District Nodal Officer or the Deputy Commissioner (DC) of the district shall be the single contact person according to approvals and clearances.
•Terms and Conditions for granting permission to lay underground telegraph infrastructure(OFC) are given in Chapter 2.
•The said Policy covers the laying of Optical Fibre cables and installation of Mobile Towers by any Licensees/infrastructure Providers operating in the state of Himachal Pradesh to facilitate better connectivity subject to the satisfaction of certain conditions which are given in the document below.
This shall come into force from January 31, 2024.
