The Ministry of Petroleum and Natural Gas (MoP&NG) on March 12, 2024, issued the Lubricating Oils and Greases (Processing, Supply and Distribution Regulation) Amendment Order, 2024, to further amend the Lubricating Oils and Greases (Processing, Supply and Distribution Regulation) Order, 1987.
The following amendments have been stated:
After clause 9, which states “Power of Central Government to issue directions”, the following clause 9A, which states “Application for inclusion under PART B of Schedule I” shall be inserted, namely:
• Any company other than those specified under PART A of Schedule I, carrying on the business of a processor and fulfilling the following criteria may make an application to the Central Government in Form 1-B for inclusion of its name in PART B of the said Schedule, namely:
o Minimum 10 years of continuous experience in the field of manufacturing and sales of lubricating oil, or grease or both, under the same company name with its own brand name in India;
o Average sales volume of 50,000 Kilo Litres per year in the last three financial years, with a minimum average sales volume of 10,000 Kilo Litres per year in the last three financial years each in automotive and industrial segment of lubricating oil or grease, or both;
o Having National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited laboratory for testing/certification of lubricating oils and greases; and
o An approved vendor for a minimum of 2 Original Equipment Manufacturers (OEMs) in India with an average sales volume of 2000 Kilo Litres per year in the last three financial years to the OEMs.
• On receipt of an application under sub-clause (1), the Central Government after making such enquiry as it considers necessary, shall cause the name of such company to be inserted under PART B of Schedule I or may refuse the same.
This notification will come into force from March 12, 2024.
