The Government of Kerala on March 16, 2024, issued the Kerala Manufacture and Sale of Stamp (Amendment) Rules, 2024, to further amend the Kerala Manufacture and Sale of Stamp Rules, 1960.
This shall come into force on March 16, 2024.
The following has been stated namely: -
• In Rule 39 which specifies the rate of discount allowed to the licensed stamp vendors, the amount “Rupees 25,000 (Rupees twenty-five thousand)” shall be substituted by “Rupees 1,00,000 (Rupees One Lakh)”.
• In Rule 40 which states the cases in which no discount is allowed, shall be substituted by “Discount shall be given on the purchase of stamps up to Rupees 1,00,000 per document by joining the highest denomination of stamp papers required for such document, which is available in the State of Kerala and no discount shall be given on any stamps applied on the material furnished by the purchaser himself”.
• It mentions that after rule 40, a new rule shall be inserted – Rule 40A, which states the different rates of printing of e-stamps to be levied by the licensed stamp vendors.
