The Delhi Electricity Regulatory Commission (DERC) on March 15, 2024, issued the Delhi Electricity Regulatory Commission (Group Net Metering and Virtual Net Metering for Renewable Energy) (Fifth Amendment) Guidelines, 2024, to further amend the Delhi Electricity Regulatory Commission (Group Net Metering and Virtual Net Metering for Renewable Energy) Guidelines, 2019.
This shall come into force on April 01, 2024.
The following have been amended namely: -
•In Rule 3(6) which specifies about the distribution licensee will cover the capital expenditure for SLD and network augmentation for Renewable Energy projects under Mukhya Mantri Kisaan Aay Badhotari Yojna, to be included in the ARR for schemes implemented until March 31, 2022, subject to Commission's prudence check has been substituted by “The Distribution Licensees shall facilitate and bear the capital expenditure on account of Service Line cum Development (SLD) and network augmentation towards Renewable Energy projects and the same shall be pass through in Aggregate Revenue Requirement (ARR) for the schemes under VNM and GNM mode”.
• In Rule 3(8) which mentions that the capacity of Renewable Energy Systems under Group Net Metering or Virtual Net Metering framework must range from 5 kilo Watts to 5000 kilo Watts per installation, has been substituted by “Capacity of the Ground Mounted RE System under GNM or VNM framework shall be upto 5 times of Sanctioned Load of participating consumer who has opted for VNM/GNM with maximum of 10 MW”.
• It specifies the increase in time in Rule 13, from March 31, 2022, to March 31, 2027, for 100% exemption of Wheeling Charge, Banking Charge, Cross Subsidy Surcharge, and any other charge for the Renewable Energy System.
