The Karnataka State Pollution Control Board (KSPCB) on February 29, 2024, issued a circular regarding the State Policy for the Development of an Urban Gas Distribution Network.
The following has been stated: -
•The Government of India and the Petroleum and Natural Gas Regulatory Board have officially appointed various gas distribution companies to carry out works related to urban gas distribution in all districts of Karnataka.
•The Indian government has set a target of increasing the share of natural gas in the country's primary energy mix from the current 6.2 percent to 15 percent by 2030. Greater use of natural gas will help meet the nation's COP-21 commitments while reducing energy costs and carbon emissions. The primary objective of a city gas distribution scheme is to supply natural gas through piped natural gas (PNG) to commercial industrial consumers for domestic consumption and compressed natural gas (CNG).
•It has been suggested to conduct extensive consultation meetings/workshops with industries and gas distributors in the industrial areas under their purview to take steps to use clean energy.
•The objective of the GOI policy is to promote investment in natural gas pipelines and local natural gas distribution networks from the public as well as the private sector, to facilitate open access for all players to the pipeline network on a non-discriminatory basis, to promote competition among entities thereby avoiding any abuse of the dominant position by any entity, and secure the consumer interest in terms of gas availability and reasonable tariff for natural gas pipelines and city or local natural gas distribution networks.
