The Department of Telecommunications (DoT) on May 01, 2024, notified the License Agreement for Unified License up to March 31, 2024.
The foremost provisions have been stated namely: -
• Ownership of the Licensee Company is subject to FDI regulations allowing up to 100% foreign investment under the automatic route, with exceptions for countries sharing a land border with India, necessitating government approval for ownership transfers and compliance with Indian FDI policy and laws.
• The licensee shall provide technology details meeting TEC standards or international standards recognized by TEC, including requisite monitoring equipment at its own cost, and adhere to National Fundamental Plans and technical standards as prescribed by the Licensor, with the Licensor's right to modify National Fundamental Plans.
• The Licensee shall maintain the licensed Network according to agreed Quality of Service standards, adhere to Network-Network Interface standards, install compatible equipment, and negotiate network resource costs with other TSPs as per TRAI regulations.
• The Licensee providing IPTV services shall transmit only authorized TV channels, ensure compliance with broadcasting regulations, and facilitate commercial interoperability for subscribers as per TRAI regulations.
• The authorization shall allow the Licensee to provide Internet access, including IPTV, Internet Telephony within specified parameters, Unified Messaging Services, Internet service to VSAT subscribers within its service area, utilizing last mile linkages like cable networks, establishing International Internet Gateways, and sharing passive infrastructure with other Licensees, subject to relevant regulations.
• Authorization shall cover International Long Distance (ILD) Service Licensee to carry international telecommunication traffic, offer bearer services, lease international bandwidth, share passive infrastructure, provide ILD voice service via calling cards, and establish a Cable Landing Station subject to regulatory directives.
