The Commission for Air Quality Management in the National Capital Region and Adjoining Areas on May 09, 2024, issued an order regarding the Action against grossly violating C&D sites, imposition and realisation of appropriate environment compensation charges and closures.
It is stated that various emission inventory studies and source apportionment models point to significantly high contribution/influence of dust from various construction I demolition activities in infrastructure/housing / other works, to the overall adverse air quality scenario prevailing in Delhi and other areas in NCR round the year and particularly in the summer season.
It is reiterated and ordered that under no circumstances any project on a plot area of > 500 sqm be permitted to take up construction/ demolition activities until and unless it is registered on the web-portal of the concerned NCR state PCB I DPCC and also fulfils the other requisites as per the statutory directions. Any project violating the above statutory directions needs to be immediately issued a "closure" direction.
It further needs to be also ensured that for smaller C&D projects, which are not mandated to be registered on the web portal, all prescribed measures towards dust suppression and mitigation are scrupulously implemented and followed by all the project proponents and project implementing I monitoring agencies. Concerted inspection drives need to be, therefore, carried out and deterrent punitive actions need to be taken against grossly violating C&D sites including imposition and realisation of appropriate environment compensation charges and closures, if warranted.
