The Arunachal Pradesh State Electricity Regulatory Commission (APSERC) on May 14, 2024, issued the Arunachal Pradesh State Electricity Regulatory Commission (Framework for Resource Adequacy) Regulations, 2024.
This shall come into force on May 16, 2024.
The following has been stated namely: -
• It shall extend to the whole state of Arunachal Pradesh.
• It aims to enable the implementation of the Resource Adequacy framework by outlining a mechanism for planning generation and transmission resources for reliably meeting the projected demand in compliance with specified reliability standards for serving the load with an optimum generation mix.
• It shall apply to the generating companies, distribution licensees, State Load Dispatch Centre, State Transmission Utility, and other grid-connected entities and stakeholders within the State of Arunachal Pradesh.
• It states that the distribution licensee shall develop and prepare Long Term Distribution Resource Adequacy Plan (LT-DRAP), Medium-Term Distribution Resource Adequacy Plan (MT-DRAP), and Short-Term Distribution Resource Adequacy Plan (ST-DRAP) under the conditions outlined under these Regulations.
• It states that distribution licensees shall develop a methodology for hourly/sub-hourly demand forecasting, maintain historical data, conduct load research analysis factoring in demand response, use advanced tools and data, produce rolling forecasts (1-year ST, 5-year MT, 10-year LT) submitted to SLDC by April 30 annually, while STU with SLDC inputs estimates state demand, accounting for diversity, energy banking, and submit aggregate state forecasts to the Authority, NLDC, and NERLDC by May 31 annually.
• It states that distribution licensees, using CC factors and adjusted contracted generation capacity, shall develop a 15-minute to 1-hour resource map, subtract it from the demand forecast to identify the resource gap, conduct sensitivity and probability analyses for resource gap scenarios, and create LT-DRAP, MT-DRAP, and ST-DRAP by August 31 annually.
• It states that procurement planning involves determining the optimal power procurement resource mix, deciding on procurement type and tenure, and engaging in capacity trading or sharing to minimize resource shortfall risks and maximize rewards from avoiding stranded capacity or contracted generation.
• It states that distribution licensees shall submit demand forecasts to SLDC by April 30 annually, SLDC shall aggregate and submit state-level forecasts to the Authority and NLDC by May 31 annually, distribution licensees shall perform LT-DRAP, MT-DRAP, and ST-DRAP exercises by August 31 annually, and STU and SLDC shall submit state-level aggregated plans to NLDC by January annually.
