The Government of Uttar Pradesh on February 26, 2024, issued the Uttar Pradesh Lifts and Escalators Act, 2024.
The following has been stated namely: -
• It shall extend to the whole of the State of Uttar Pradesh.
• It states that every owner intending to install a lift or escalator shall apply in the prescribed form to authorized officers, who will register the application and generate a registration number; applications for private and public premises shall be registered separately.
• It states that the owner of a registered lift or escalator shall ensure regular maintenance, including obtaining comprehensive AMC from OEM or authorized service provider, submitting AMC copy annually (except for lifts/escalators in private premises), monthly maintenance by authorized personnel, obtaining fitness certificates after maintenance visits, promptly addressing technical faults, displaying "NOT IN USE" for faulty equipment, maintaining a logbook for public premises, and conducting mock drill exercises biannually for passenger safety during emergencies.
• It states that CCTV cameras shall be installed in all lifts installed on public premises to ensure the safety of passengers.
• It states that the manufacturers, commissioning and installing agencies, and agencies involved in AMC shall register with authorized officers, apply in the prescribed format and pay the prescribed fee, meeting desired qualifications set by the Government, and non-compliance shall result in cancellation of registration after due process, including show cause notice and opportunity for hearing.
• It states that in case of any lift or escalator accident causing loss or injury, the owner or authorized person shall promptly inform the District Magistrate, Police Station in-charge, or authorized officers within 24 hours.
